CDBG PROGRAM FUNDING AGREEMENT

A Kid’s Place of Tampa Bay (AKP) is undertaking a project and seeking a qualified Contractor to perform the following Scope of Work: construct an 11,000+ square foot Activity Center on our existing campus. This facility will provide a safe, engaging, and multifunctional space for foster children, staff, and community partners. The Activity Center will include a large gathering area, flexible classrooms and office spaces, a gymnasium, a pool, and a covered basketball court at 1715 Lithia Pinecrest Rd. Brandon, FL 33511. The project will include the following:

· Site preparation, grading, and foundation work.

· Structural framing, roofing, and exterior finishes.

· Interior construction, including walls, flooring, ceilings, lighting, and HVAC systems.

· Installation of all required electrical, plumbing, and mechanical systems.

· Construction of gymnasium, swimming pool, and covered basketball court with appropriate safety features.

It is AKP intent to seek fixed-price, with bids delineating the cost for all work described in the plans and specifications. All bid documents can be obtained from AKP at AKP GC RFP – 2025 CDBG Packet and Supporting Files

A mandatory Bid conference will be held in person at the project site Wednesday, April 9, 2025, at 11:00 a.m. (EST). An overview of the project and site tour will take place. Submit all questions to AKP at [email protected] by EOD Monday April,14 2025. All responses will be answered by EOD Wednesday April 16, 2025.

Sealed Bids need to be submitted in person to address listed by 5:00 EST on Wednesday April 23, 2025. Bid and attachments shall be made attention to AKP and submitted in sealed envelopes marked “Bids for Improvements to Foster Care Facilities”. Each bid must be completed and submitted in accordance with the instructions to Bidders. All Bidders will be notified of the results of the review on or before Friday April 25, 2025.

NOTICE TO BIDDERS / PROSPECTIVE CONTRACTOR(S)

This project, will be federally funded, in part through the Hillsborough County, Affordable Housing Services, with Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) and as such, the Bidder must comply with Presidential Executive Order 11246, as amended by Executive Order 11375; Title VII of the Civil Rights Act of 1964 as amended; the Davis-Bacon Act of 1968, as amended; the Copeland Anti-Kickback Act; the Contract Work Hours and Safety Standards Act and all other applicable federal, state, and local laws, regulations, and ordinances. All Bidders must adhere to 2 CFR 200.317 – 2 CFR 200.326. Note that the Awarded Contractor shall abide by Equal Opportunity of Employment and non-discrimination in the workplace. The successful bidder is required to pay workers on the project the minimum wage as determined in (FL20220065 01/05/2024) in the bidder’s packet. The Awarding Authority reserves the right to reject any or all general bids, if it is determined to be in the public interest to do so, and if it determined that such bid does not represent the bid of a person competent to perform the work as specified or that less than three such bids were received and that the prices are not reasonable for acceptance.
